Joseph P. Peterson
(President - Principal) |
Mr. Peterson has over 30 years experience in the right of way and land related services. His areas of expertise include project management, title research and analysis, surface, mineral, leasehold, title curative, and due diligence. Mr. Peterson has worked with major utility companies developing a system to acquire all of the distribution easements covering approximately 50,000 square miles. He has played an integral part in working with large municipalities in land development and road expansion projects in the Southern California area. In 1983, Mr. Peterson founded Empire Oil Company, a successful North Dakota oil and gas acquisition company still in operation today. After relocating to Southern California in 1999, he joined up with Mr. Maldonado to create what is today known as Spectrum Land Services, an Inc. 5000 company. Joe is currently responsible for new business development, daily operations, budgeting, and public relations for Spectrum Land Services. Mr. Peterson is a graduate of the University of North Dakota with his B.S. in business in 1976. He is an active member of the IRWA, Orange County Chapter and the LAAPL (Los Angeles Association of Petroleum Landmen.)

Eric Campbell
(Manager – Petroleum Division) |
Mr. Campbell has over 25 years of experience in management, right of way acquisition, and extensive expertise in the oil and gas industry. He is an experienced project manager, permit and environmental coordinator and supervisor. He has been involved in site selection, permitting, appraisal reviews, feasibility studies, and industrial & commercial real estate sales for public and private entities. He has worked in many areas of the western U.S. and the Pacific Rim including China and Alaska. Mr. Campbell is an excellent communicator and has experience with numerous public presentations to the general public as well as municipalities. Mr. Campbell attended the University of Texas and Trinity University in Austin, Texas. Mr. Campbell is an active member of the LAAPL (Los Angeles Association of Petroleum Landmen.)

Richard Chen
(Project Manager) |
Mr. Chen has six years of experience negotiating, mediating, analyzing, and performing due diligence of real property acquisitions. Mr. Chen has worked with the City of Glendale Water & Power obtaining water and electrical right-of-ways as well as acquiring and managing leaseholds. Mr. Chen has also worked with the City of La Canada-Flintridge and Willdan Engineering to obtain hundreds of easements for a citywide sewer installation project. He has been involved in numerous acquisitions for Southern California Edison’s SCENet fiber optic project and railroad crossings. Mr. Chen has extensive experience acquiring right-of-ways for AES Wind Generation, Inc. He is currently involved in a major project involving acquisition of numerous properties for Southern California Edison and their Tehachapi Renewable Energy Transmission Project. Mr. Chen graduated from San Diego State University in 1998 with a B.A. and then went on to California Western School of Law to earn his J.D. in 2002.

Richard Triggiani

Mr. Triggiani brings over 30 years of experience in real estate services including acquisitions, development, and surveying. He was a program manager for MWD (Metropolitan Water District) interfacing with executive staff from the BLM, US Department of the Interior, National Parks, Fish and Wildlife and the EPA. He has experience in directing, planning and managing all activities for major right of way and acquisition projects such as the acquisition of 23,000 acres of land from the US Bureau of Land Management for MWD’s Desert Acquisition Program. Richard is currently a project manager for a critical project of acquisition for a major California utility company. Mr. Triggiani holds a BA from California State University at Northridge and a MBA from Pepperdine University in Malibu.

Richard C. Maldonado

Mr. Maldonado possesses 21 years of experience in the areas of program management, land title research, land surveying, real property acquisition, cost studies, and strategic business planning in connection with utility improvement and their managed real property assets. Mr. Maldonado co-founded Spectrum Land Services, Inc. in 1999 and serves as Vice President. Mr. Maldonado studied engineering at Mt. San Antonio College and is currently responsible for all phases of business management for the corporation including business development, operations, budgeting and funding. He is also responsible for staff integration and development. Mr. Maldonado is an active member of the IRWA, Orange County Chapter and a certified real estate consultant (CREC) in the State of California.

Steve Mannix
(Project Manager - Engineering Right of Way Division) |
Mr. Mannix has over 15 years of experience working in the electric utility and right of way industry. Mr. Mannix has approximately nine years of experience on Southern California Edison’s Utility Distribution Project and is currently managing a professional staff of nine agents. Mr. Mannix’s experience includes land title research, acquisition, analysis, advanced legal description writing, engineering design, and automated computer-aided drafting (AutoCAD). He also has extensive experience in communicating and meeting with planners, city officials, and landowners to discuss the scope of projects and easement locations. Mr. Mannix has completed numerous classes at California State University Fullerton in engineering related courses.

Glenn Bakke

Mr. Bakke has over forty years of experience working in the electric utility, land development and right of way industry. Mr. Bakke worked as a Civil Engineer for the City of Los Angeles for many years, supervising projects involving land development, right of way and sewer design as well as managing numerous engineers. Mr. Bakke has extensive experience in field investigations and legal description writing for municipality action. He is currently working on a major utility company distribution project and is performing final legal description and exhibit approvals for Spectrum Land Services. Mr. Bakke’s experience includes analysis of civil engineering data, maps, land title research, right of way analysis, and advanced legal description writing. Mr. Bakke has a MS in Civil Engineering from California State University at Long Beach and is a Registered Professional Civil Engineer in the state of California.

Rosemary Peterson

Ms. Peterson contributes over 20 years of experience working for a publicly traded company, specializing in high tech equipment for the medical field. She managed high profile accounts, personnel and finances, in the Southwest U.S. for the company. She has been recognized on multiple occasions for outstanding achievements in her field and in 2001, she brought her valuable experience and skills to Spectrum Land Services. Rosemary’s responsibilities at Spectrum include daily activities such as assisting with proposals, creating budgets and reports, forecasting, invoicing, and payroll. Additionally, she manages daily and annual financials for the company. Rosemary is an Honored Graduate of the University of Colorado at Boulder.

Verna Maldonado
(Managing Partner/ Corporate Secretary) |
Ms. Maldonado joined Spectrum Land Services in 2001 and has been an integral part of growing the company. Her primary responsibilities involve coordinating billing, processing payroll and managing the company’s benefit plans. She recently helped implement and roll out the company’s first 401K and employee matching plan. Ms. Maldonado has had previous experience in both supportive and managerial roles and has a successful record in strengthening and improving corporate accounts and processes. Her unique skill-set has made Verna a valuable asset in a variety of areas here at Spectrum.
